安全生产事故案例分析习题(47)

　　某厂工人在新扩建的库房内安装消防设施，安装过程中，不慎造成电线短路，引起库内棉堆突然冒烟起火。由于现场工人不会使用灭火器，火势迅速蔓延。辖区消防中队接到报警后迅速出动，然而厂区无消防栓，消防车要到几公里以外取水，加上风大，火势迅速猛烈蔓延至楼上各层。当地政府紧急调集多个消防中队增援，经过近10个小时的奋勇扑救，大火基本扑灭。其后留下一个消防中队继续扑灭会火，其他消防队相继撤离。由于棉包仍在阴燃，为彻底消灭火种，火场指挥部先后调来多台挖掘机和推土机进入厂房，将阴燃的棉包铲出，并让该厂派出几十名工人协助消防人员清理火种。随后，厂方又组织数百名工人进入火场清理火种、搬运残存的棉包。不久，厂房突然发生倒塌，造成大量人员伤亡。

　　事后，厂长为加强应急管理工作，将企业重大事故应急预案编制纳入了工作计划，并将该任务指派给安全科。安全科科长受命后，立刻召集本部门人员成立了预案编制小组，进行了分工，并特意派出小组成员参加了预案编制培训班。编制小组在编制预案过程中，在档案室找到了5年前的企业预案，发现该预案中的厂区平面及人员变化等与现在的实际情况有一些差异，内容略显单薄，但基本结构尚可。编制小组便在原预案的基础上进行修改，系统分析了该厂潜在的重大事故隐患和应急能力，并参考有关书目及其他企业的预案等，进行了大量的完善和补允，按期向厂长提交了预案初稿。此后，编制小组根据厂长的审阅意见，再次修订完善，形成了预案的最终版本。预案经厂长批准签字后下发至全厂有关部门。
